The Rising Profile of Regulatory Governance in the Transport Sector



Nigeria is going through the pains of a prolonged bad economy. However, many sectors and institutions are preparing for the next level in their functionality for the state. For example, the Nigerian Shippers Council which, since inception in 1978, has been intermediating the relationship between shipping lines, shippers, importers, exporters, the public sector and all other stakeholders in Nigerian maritime trade. Since the new millennium, the Council began pedagogical activities which have encompassed training and manpower development programmes for judges, maritime writers, freight forwarders and other practitioners in the sector. Now it is being extended to the legislative branch. With the imminent passage of the National Transport Commission Bill, the Council would become, by statute, the economic regulator of the nation’s maritime sector and the repository of many sensitive functionalities in Nigeria’s march to claim her leadership role in the West African sub-region.

Moreover, the current effort by the Federal Government to re-establish a national maritime National Fleet is being anchored by the Executive Secretary of the Council as the chairman of the implementation committee. Much skepticism has trailed the news of that re-floating plan but our research into the project shows that the business plan is a winner because, unlike the NNSL model, the present venture strictly adheres to the classical concepts of laissez faire shipping line operation. To give you a birds’ eye view of the whole project and the making of a super agency, ipso facto, the Nigerian Shippers Council is the subject of our leading cover story in this edition.

On the other hand, we bring you a special focus on the future dredging strategy of the Nigerian Ports Authority geared to meet the navigational and operational needs of the nation’s ports system. At the combined throughput of 84 million tons per annum, the 21 ports in Nigeria are leading facilities and ports in the sub-region in terms of productivity. What many may not immediately grasp is that the performance is guaranteed only by vigorous dredging campaigns to make way for all the big ships to enter most of the river ports. How is NPA articulating this aspect of its ‘multiplayer’ functionalities engendered by its landlord status in Nigeria’s ports industry? We have captured diverse aspects of that functionality with essential interviews for your closer reading of the situation.
